The Process
Imagine Swarthmore will last through Summer 2025 and offer multiple opportunities for citizens to get involved.
Why should I participate?

Long-range planning is important because it will shape the Borough for years to come. The Borough is committed to updating its policies to make Swarthmore a desirable community in which to live, work, visit and do business.
Now is the time.
While Swarthmore has prioritized good planning, the Borough's comprehensive plan is decades old and is shared with neighboring municipalities. An updated plan will reflect current conditions and trends specific to the Borough, help the Borough to take stock of what is going well, and assist in proactively addressing challenges.

No one knows the community like those who live or work here. Every person in Swarthmore has something to contribute.

Who is involved?
Steering Committee
Process leadership
The Steering Committee is a diverse group of community members that will meet regularly throughout the process, provide guidance on the process and substance of the Plan, serve as community liaisons, and potentially act as stewards of the completed Plan.
Stakeholders
Targeted input
Various stakeholders will be consulted to inform specific aspects of the plan. These groups may include advocacy organizations, neighborhood associations, business owners, real estate professionals and developers, educators, students, and young professionals, among others.
Public
Input and feedback
Widespread public involvement is vital to Imagine Swarthmore’s success. In-person workshops, online tools, and other targeted engagement opportunities will offer more ways for community members to give input throughout the process.

The Mayor and Council will monitor the Imagine Swarthmore process and the resulting community vision, recognizing that success should be independent of the Borough’s elected leadership.

Consultants

The consultant team will facilitate the process, lead the technical analysis, and prepare the draft and final plan document. The team will draw heavily from local knowledge, input collected, and its national experience and expertise.
